Canada Post Strike Chargebacks: How to Protect Your Shopify Store

ChargeFix guide cover with a parcel icon: Canada Post Strike Chargebacks: How to Protect Your Shopify Store

In late November 2024, a Winnipeg candle maker had 140 parcels in Canada Post's network when the strike notice landed. Orders worth C$6,300.00 sat in sorting centres for weeks. Customers wrote, then waited, then phoned their banks. By January the candle maker had a stack of disputes and one hard fact: Shopify's response clock did not pause because the postal system had. If you ship from Canada, Canada Post strike chargebacks are a risk you can plan for, even when no strike is on. This guide shows how.

Quick answer: Canada Post strike chargebacks are disputes that arrive when a postal disruption delays parcels and customers claim non delivery or ask their banks for money back. Shopify gives no extension for carrier delays: the response window is 7 to 21 days. Your protection is early contact, a new delivery date, a refund or reship before the customer goes to the bank, and a dated record of every step. As of 22 October 2026 we found no active strike in the sources we used, but the risk returns, so build the routine now.

This guide is for you if:

  • You ship Shopify orders through Canada Post and want a plan before the next disruption.
  • You already have Canada Post strike chargebacks open and need to answer them.
  • You want to know what to tell customers, what to save and when to refund.

Last updated: 22 October 2026

Disclosure: ChargeFix publishes this guide and sells an app that helps with Shopify Payments disputes. The Shopify rules come from Shopify's Help Center, the labour facts come from Canada Post's own news releases and a trade press report, and all are listed at the end. Where nothing is published, this guide says so rather than guess.

TL;DR

  • Shopify gives no extension when a carrier is late. The response window is 7 to 21 days, and the clock runs through any strike.
  • The strongest defence is what you did before the dispute: tell the customer, give a revised date, offer a refund or reship.
  • Save the tracking record, your messages and a dated copy of the service notice you relied on.
  • If a parcel is truly stuck, refund at the inquiry stage. After a chargeback begins you cannot refund.
  • Check Canada Post's service updates for current conditions. This guide does not claim any delays today.

Do this today

  1. Export every open order that has not shown a delivered scan in the last 10 days.
  2. Write to each customer with a revised date and a clear way out: wait, or refund.
  3. Save the Canada Post tracking page as a dated PDF for each stuck parcel.
  4. Add a template for late parcels to your support macros.
  5. Set a rule for how many days of silence trigger a refund or reship offer.

Canada Post strike chargebacks: the process in one table

Step What you do Why
1. Spot the delay Orders with no scan for 10 days You act before the customer does
2. Tell the customer Message with a revised date Shows you were in contact
3. Offer a way out Wait, reship or refund Many cases end here
4. Save records Tracking PDF, messages, notice Dated proof of what you did
5. Read the dispute Reason, amount, due date The clock is short and fixed
6. Build the response Strongest proof first Direct proof, then context
7. File before the due date Confirm in admin The fee is not returned if you miss it

What are Canada Post strike chargebacks?

Canada Post strike chargebacks are disputes that arise because a postal disruption slowed or stopped your deliveries. The dispute itself does not carry the word strike. The customer tells their bank the parcel never arrived, or arrived too late, and the bank opens a case.

Label on the dispute What the customer says What decides it
Product not received "My order never came" Tracking, delivery proof, your contact
Credit not processed "I cancelled and got no refund" Your policy, dates, messages
General "I waited weeks and nobody helped" The whole conversation
Product unacceptable "It arrived so late it was useless" Listing, dates, any customer notice

In every case the reviewer asks whether the customer got what they paid for and whether the merchant acted fairly. A strike explains the delay. It does not by itself answer Canada Post strike chargebacks. Canada Post strike chargebacks are won on what you did about the delay.

Is there a Canada Post strike now?

Plainly: as of 22 October 2026, the sources we used show no active strike. On 29 January 2026, Canada Post and the Canadian Union of Postal Workers finalized tentative agreements for the Urban and Rural and Suburban Mail Carrier units, running five years to 31 January 2029, and agreed not to strike or lock out during the ratification process. On 1 June 2026, the union told Canada Post that its members had voted to accept the agreements, which run until 31 January 2029. Neither release gave vote percentages.

That is the state of the sources, not a forecast. Service conditions change, and the 2024 and 2025 history shows how quickly. If you read this later, check Canada Post's service updates before relying on any line here.

Date Event Source type
November 2018 Rotating strikes, ended by back to work legislation Our earlier notes
December 2024 Strike of about five weeks, ended with government intervention Trade press
May 2025 Overtime ban and work to rule, backlog Trade press
29 January 2026 Tentative agreements finalized, to 31 January 2029 Canada Post release
1 June 2026 Members accept the agreements Canada Post release

A trade report on the 2024 and 2025 events described a damaged parcel business, with some shippers moving to other carriers. We do not know how long any future delay would last, so we describe the routine, not the news.

Does Shopify extend the response window for a carrier strike?

No. This is the fact that surprises merchants most. Shopify sets the response window at 7 to 21 days with no extensions, and a postal strike is not a reason to change it. After you submit, the card company takes as long as 75 days to decide, and its decision is final.

Shopify rule What it means in a strike
Response window 7 to 21 days A stuck parcel does not buy you time
No extensions Plan for the shortest window
Card company decides, up to 75 days The outcome comes long after you file
Fee of C$15 or US$15 by payout currency, returned only on a win A lost case costs the fee
No refund once a chargeback begins Refund while it is still an inquiry

That last rule is the one to act on. An inquiry takes no money. A full refund on an inquiry blocks a chargeback, and a partial refund does not. Once a chargeback begins you cannot refund, and the route becomes a withdrawal letter on bank letterhead, which takes 30 to 90 days. So when a parcel is stuck and the customer is angry, the cheapest moment to settle Canada Post strike chargebacks is before the bank is involved.

What does Shopify say to submit for Canada Post strike chargebacks?

Shopify has no page for Canada Post strike chargebacks, so the guidance comes from the reasons it lists. For product not received, Shopify asks for shipping and tracking, delivery confirmation and the communication with the customer. Shopify's prevention page also tells merchants to give accurate shipping and delivery estimates or share carrier tracking, to contact the customer if shipping is delayed, and to use online tracking and delivery confirmation.

Shopify suggests an evidence order: direct proof, then acknowledgment, then policy, then context. In a strike case that translates into the table below.

Order Evidence Strike example
Direct proof Delivery confirmation Canada Post record showing delivery, if it exists
Acknowledgment The customer's own words A reply saying they received it, or accepted a new date
Policy Shipping policy A published line on carrier delays
Context Timeline and notices Dated service notice, your delay emails

Files must be PDF, JPEG or PNG, up to 2 MB each and 4 MB combined, with one file per evidence type and no links. A link to Canada Post's service page proves nothing. Save the page as a dated PDF. Shopify also sends saved data automatically on the due date, so file before then.

What do you tell customers to head off Canada Post strike chargebacks?

Customers do not start Canada Post strike chargebacks because a strike happened. They file because nobody told them anything. The best defence against Canada Post strike chargebacks is a message.

Delay notice (send as soon as an order misses its date)

Subject: An update on your order #[number]

Hi [first name],

Your order was shipped on [date] with Canada Post. Because of
[service disruption / delays in the postal network], it has not been
delivered yet. Tracking shows: [status as of date].

Here is what we can do:
  1. Wait. We now expect delivery by about [revised date]. We will
write again on [date] with an update.
  2. Cancel for a full refund to your original payment method.
  3. Reship by another carrier if that is possible for your item.

Reply to this email with your choice, or call [phone number]. Your
statement will show this charge as [statement name].

[Name], [store]

Three things make this work. It states facts with dates. It offers real options. And it asks for a reply, which becomes dated acknowledgment you can file. If the customer chooses to wait, you hold a written agreement to a revised date. If they ask for a refund, you can issue it the same day.

The revised date must be honest. Do not guess a date you cannot keep. Say "by about" and promise an update on a set day, then send it.

How do you decide between waiting, reshipping and refunding in Canada Post strike chargebacks?

Each stuck parcel needs a decision, and the right answer depends on the item and the time passed.

Situation Best move Why
Item is perishable or seasonal Refund or reship now A late parcel has no value
Parcel is moving, slowly Send a delay notice with a revised date Customer may prefer to wait
Parcel has no scan for 14 days Offer refund or reship Waiting stops being fair
High value order Reship insured, by another carrier if possible Protects both sides
Customer asks to cancel Refund at once Avoids a dispute

A rule of thumb helps staff act without asking you. For example: "No scan for 10 days, send the notice. No scan for 14 days, offer refund or reship. Customer asks to cancel, refund the same day." Write it down and give your team the authority to use it.

Is it worth fighting? A worked example in C$

Take a C$95.00 order that left on 20 November. Tracking stopped on 24 November. You sent no message. The customer disputed on 20 December.

Case A: no contact, tracking stalled, no delivery scan

Disputed amount = A = C$95.00
Fee                       = F = C$15.00 (returned only on a win)
Time to respond = T = 1 hour, call it C$30
Chance of winning = c = 0.10 (no delivery proof, no contact)

Concede: loss = A + F = C$110.00
Fight: (1 minus c) x (A + F) + T = 0.90 x 110 + 30 = 99 + 30 = C$129.00

129.00 > 110.00, so concede. A refund at the inquiry stage would have cost C$95.00.

Now the same order, but you wrote on 1 December with a revised date, the customer replied "I will wait", and the parcel was delivered on 9 December with a scan.

Case B: notice sent, customer agreed to wait, delivery scan on file

Chance of winning = c = 0.65 (acknowledgment plus delivery scan)

Concede: loss = A + F = C$110.00
Fight: 0.35 x 110 + 30 = 38.50 + 30 = C$68.50

68.50 < 110.00, so fight.

The same parcel, the same strike and a different outcome for the Canada Post strike chargeback. The difference is a message. The number c here is illustrative. We found no Canadian win rate for these disputes, so use your own history and the evidence you hold.

How do you write the response to Canada Post strike chargebacks?

Lead with the facts, in date order. Keep it short.

Draft reply to a Canada Post strike chargeback (adapt to your case)

Order #[number], placed [date] for C$[amount].

Summary
The customer disputes non delivery. Our records show the parcel shipped
on [date] with Canada Post under tracking number [number]. Delivery was
delayed by [reason, with the dated service notice attached].

1. Shipping and tracking
Shipped [date] (file 1). Tracking history (file 2).

2. Communication
[Date]: we told the customer about the delay and offered a revised
date, a refund or a reship (file 3). [Date]: the customer replied
   [summary] (file 4).

3. Delivery
[Delivered on [date] per Canada Post (file 5) / The customer chose
to wait until [date] (file 4).]

4. Policy
Our shipping policy on carrier delays (file 6).

Write only what the files show. If there was no contact before the Canada Post strike chargeback, do not imply there was. Reviewers read many letters, and an honest short one beats a long one with gaps.

What records should you save before Canada Post strike chargebacks arrive?

When a disruption starts, change what you save. Normal times need a tracking number. Disruption needs a timeline.

Record Why it matters How to keep it
Tracking page at several dates Shows the parcel stalled, not lost by you Dated PDF every few days
Canada Post service notice Explains the delay with a dated source PDF of the page, with the date saved
Your delay notices Show you contacted the customer Email, saved as PDF
Customer replies Acknowledgment, the best proof you can hold Email, saved as PDF
Shipping policy at time of sale The terms the customer accepted Dated policy PDF
Refund or reship record Shows you offered a way out Order timeline screenshot

Canada Post's delivery confirmation is online for 45 days after delivery, so download it when a parcel arrives (see our guide to Canada Post proof of delivery). For stuck parcels, a dated screenshot of the tracking page every few days builds the timeline a reviewer wants.

Which Canada Post strike chargebacks can you win?

Not every case from a disruption is worth the same effort. Sort each one before you build anything for a Canada Post strike chargeback.

Case Likely strength Move
Parcel delivered late, scan on file, customer agreed to wait Strong Fight, lead with the scan and the reply
Parcel delivered late, scan on file, no contact Reasonable Fight, with the scan and a dated service notice
Parcel stalled, you sent a delay notice, customer chose a refund you never issued Weak Concede and fix your process
Parcel stalled, no contact, no delivery scan Weak Concede and refund at the inquiry stage if you still can
Parcel returned to sender, customer never told Weak Concede, then reship or refund

Canada Post strike chargebacks follow the same logic as any non delivery case. The reviewer wants proof the goods reached the customer, or proof the customer was kept informed and given a fair choice. A strike supplies the reason for the delay. It cannot supply the delivery.

How do you sort open orders when Canada Post strike chargebacks are building?

During a disruption you may have hundreds of orders in transit. Sorting them is the fastest way to prevent Canada Post strike chargebacks.

  1. Export all orders shipped by Canada Post that have no delivered scan.
  2. Add a column for days since the last scan.
  3. Mark orders over 10 days as "notice due" and orders over 14 days as "offer due".
  4. Sort by order value, highest first, so the costliest cases get a personal message.
  5. Record the date you contacted each customer and their reply.
Stuck parcel sheet (one row per order)

Order # | Shipped | Last scan | Days idle | Value C$ | Notice sent | Reply | Outcome

A sheet like this turns an anxious week into a routine. It also gives you the dated timeline you need if any of these orders becomes a dispute later.

What should support agents say on the phone?

Some customers call instead of writing. Agents need a short script that never promises what Canada Post controls.

Phone script for a delayed Canada Post parcel

1. Confirm the order number and the shipping date.
2. Say what tracking shows today, in plain words.
3. Say: "I cannot control where the parcel is, but I can control what
we do next. You can wait, we can reship, or we can refund you today."
4. Ask which they prefer. Do not guess a delivery date you cannot keep.
5. Send the choice in writing the same day, and save the email.

The written follow up matters most. A phone call leaves no file, and an email does. After every call about a delay, send one line that repeats what was agreed and ask the customer to reply to confirm.

How do you review your process after Canada Post strike chargebacks?

When the disruption ends, review it. Canada Post strike chargebacks are costly teachers, and the lessons are cheap if you write them down.

  1. Count how many orders were delayed and how many became disputes.
  2. List the disputes you won, with the evidence that carried them.
  3. List the disputes you lost, and whether a message or refund would have changed the result.
  4. Check how quickly the first delay notice went out.
  5. Update your delay line, your macros and your rule for silence.

Do this review even if you won most cases. The next set of Canada Post strike chargebacks will not look the same, and a written review is how a team remembers what worked.

How does ChargeFix help with Canada Post strike chargebacks?

These disputes depend on dates and documents your store already holds. ChargeFix is built for Shopify Payments disputes.

  1. Dispute fetched. ChargeFix fetches the chargeback when it opens.
  2. Records read. It reads the order, the fulfillment and tracking data, and the refund history.
  3. Evidence scored. It flags what is present and what is missing, such as no delivery scan, and gives a plain verdict: worth fighting, improve the evidence first or weak evidence.
  4. Letter from facts. The response is drafted only from verified facts, so it will not claim a delivery the records do not show.
  5. Your choice of mode. ChargeFix prepares each response in Manual mode, which is the default. You review and file it, or let Auto mode handle them. Auto mode is on Starter plans and above, off until you turn it on and confirm, and its default rule covers product not received with delivery confirmed. A stalled parcel with no delivery scan is saved as a draft for you.

ChargeFix handles Shopify Payments disputes only. It cannot promise a win, because the card company decides, and it cannot invent a message you never sent. It stores minimal data: case ID, amount, reason, status, dates and shop settings. The free plan includes 2 filings a month, and every paid plan starts with a 14 day free trial.

What does a dated plan for Canada Post strike chargebacks look like?

This plan assumes the shortest window, 7 days.

Day What you do Done when
Day 0 Dispute opens. Note amount, order and due date. You know the deadline
Day 1 Pull the tracking history and your messages Files saved as PDF
Day 2 Contact the customer: revised date, refund or reship Message sent and saved
Day 3 Decide: fight, refund or concede Decision written down
Day 4 Draft the response, strongest proof first Every claim points to a file
Day 5 Check file sizes and readability Under 2 MB each, 4 MB total
Day 6 File the response Confirmation shows in admin
Day 7 Spare day Nothing left to do
Up to 75 days later Decision arrives Record the cause for your delay plan

If the customer accepts a refund or reship on Day 2, ask them to request a withdrawal from their bank. The letter must be on bank letterhead, show the case number and confirm the charge and the cancellation. A statement screenshot is not enough, and withdrawals can take 30 to 90 days, so do not wait for one before you file.

How do you prepare for Canada Post strike chargebacks before a strike starts?

The best time to handle Canada Post strike chargebacks is before the first one arrives. Preparation costs hours, and the pay off lasts across every disruption.

  1. Put a carrier delay line in your shipping policy. One plain sentence, such as "Delivery dates are estimates and may be affected by carrier disruptions. We will contact you if your order is delayed."
  2. Build the delay notice into your support macros. A template ready to send saves a day of drafting.
  3. Know your second carrier. If you can reship by another carrier, you can offer it.
  4. Watch for early signs. Canada Post publishes service updates. Check them when news of a labour dispute breaks.
  5. Review your estimates. If your checkout promises two days and the network is slow, change the promise.

Shopify says to give accurate shipping and delivery estimates or share carrier tracking, and to contact the customer if shipping is delayed. A shipping policy and a template are how you do both.

What if the customer chose to wait and Canada Post strike chargebacks follow?

A customer who says "I will wait" has given you a gift: dated acknowledgment. Save the reply as a PDF.

The risk behind many Canada Post strike chargebacks is the customer who agreed to wait, then waited longer than they expected, and then went to the bank. For that customer, your update on the date you promised is the document that saves you. Send it even when the news is "still nothing". "Your parcel has not moved. We will refund you in full on request" is a message, and a message is evidence.

Customer choice Your record Next step
Wait Their reply, your promised update date Send the update on that date
Refund Their request, your refund record Refund the same day
Reship Their reply, new tracking Save both tracking numbers
No reply Your notices, dated Follow your silence rule

What is different about Canada Post strike chargebacks in Canada?

Topic What applies in Canada What to do
Fee C$15 or US$15 by payout currency Cost each case in your payout currency
Response window 7 to 21 days, no extensions Plan for the shortest
Card company decision Up to 75 days after you submit, and final Do not expect a quick answer
Shopify Protect US stores only, fraud and unrecognized reasons only It does not cover non delivery
Complaints Shopify Payments (Canada) acknowledges within 5 business days, decides in writing within 45 days Raise a complaint with your processor first

Delivery options. Canada Post's own pages describe how delivery works. For items with signature, an attempt is made at the door and, if nobody is available, a Delivery Notice Card is left, which holds the item at a post office for 15 calendar days before it returns to sender. A Final Notice Card follows after 5 calendar days. Items without signature may be safe dropped at Canada Post's discretion. If a customer was told to collect a parcel and did not, that is a different story from a parcel stuck in a sorting centre, and the tracking history tells you which.

Rural addresses. For rural delivery, a door attempt is made only if the door is within 500 m of the line of travel. Otherwise a card goes in the mail receptacle. During a disruption, rural parcels can take longer, so tell rural customers early.

Quebec. If you sell to Quebec customers, send your late parcel message in a language they read. A message a customer cannot read is weak evidence of contact.

Consumer law. Consumer protection law differs by province. The sources we used set no Canadian rules on delivery delays for online orders, so this guide states none. If you set delivery terms with absolute wording, ask your provincial consumer office or a lawyer before you rely on them.

Where to complain. Shopify Payments (Canada) acknowledges a complaint within 5 business days and gives a final written decision within 45 days. The Financial Consumer Agency of Canada supervises the Code of Conduct for the Credit and Debit Card Industry in Canada but does not decide individual disputes.

What are the 10 mistakes to avoid with Canada Post strike chargebacks?

  1. Saying nothing. Silence is why customers call their banks. Write first.
  2. Expecting an extension. Shopify gives none. Plan for 7 days.
  3. Promising a date you cannot keep. Say "by about" and set an update day.
  4. Not saving the tracking history. Capture it at several dates, as dated PDFs.
  5. Treating the strike as the defence. It explains the delay. Your contact is the defence.
  6. Waiting for the chargeback to refund. Refund at the inquiry stage.
  7. Ignoring the customer's reply. An acknowledgment is your best proof. Save it.
  8. Attaching links. Links are not allowed. Save pages as PDF.
  9. Claiming delays that are not documented. Cite a dated source, not a rumour.
  10. Missing the window. There are no extensions, and the fee is not refunded.

Frequently asked questions

Does Shopify extend the response window during a Canada Post strike?

No. A carrier strike does not change Shopify's rules: you still get between 7 and 21 days to answer, and nobody can extend that. Expect the card company to take its time afterwards. Contact customers early and refund at the inquiry stage rather than counting on more time.

Is there a Canada Post strike right now?

As of 22 October 2026, the sources we used show no active strike. Members accepted the agreements on 1 June 2026, running to 31 January 2029. Conditions can change, so check Canada Post's service updates before you rely on this.

What does Shopify want for a product not received dispute?

Shopify asks for shipping and tracking, delivery confirmation and your communication with the customer. Its prevention advice adds accurate delivery estimates, contacting customers when shipping is delayed, and using online tracking. Save each item as a PDF, JPEG or PNG within the size limits.

Can I refund after a chargeback has started?

No. Shopify says you cannot refund once a chargeback has begun. You can refund while it is an inquiry, and a full refund on an inquiry blocks a chargeback. After that, the route is a withdrawal letter from the customer's bank, which can take 30 to 90 days.

What should I tell customers whose parcels are stuck?

Tell them the facts with dates, give a revised date marked "by about", and offer a choice: wait, cancel for a refund or reship. Ask for a reply, because that reply becomes dated acknowledgment you can file if a dispute follows.

Is a service notice good evidence in Canada Post strike chargebacks?

It is useful context, not direct proof. Save the page as a dated PDF so it shows what was published and when. A service notice explains a delay, but it does not replace delivery confirmation, a customer acknowledgment or your own messages to the customer, so file it last.

Should I reship or refund a stuck parcel before Canada Post strike chargebacks start?

It depends on the item and the time passed. Perishable or seasonal items should be refunded or reshipped at once. For a moving parcel, a delay notice may be enough. Set a rule, such as no scan for 14 days triggers an offer.

Are there Canadian rules on delivery delays?

We found no source that sets Canadian rules on delivery delays for ordinary online orders, so we state none. Consumer protection law differs by province. Ask your provincial consumer office or a lawyer before you rely on absolute delivery terms.

What if the customer agreed to wait and then disputed?

Your note confirming their agreement and your update on the promised date are the evidence. Send the update even if the news is that nothing has moved, and offer a refund inside it. Save both messages as PDF files, with dates visible, before the due date arrives.

How does ChargeFix help with Canada Post strike chargebacks?

ChargeFix reads the order, fulfillment, tracking and refund data, flags what is missing and drafts the letter from verified facts. In Manual mode, the default, you check each draft and file it yourself. Auto mode is on Starter plans and above. It cannot promise a win.

Start free trial with ChargeFix
