PayPal disputes on a Shopify store in Australia: Seller Protection, proof and what to ask PayPal

ChargeFix guide cover with a payment card icon: PayPal disputes on a Shopify store in Australia

A PayPal dispute may not show up on your Shopify dispute page. It starts in PayPal. Miss the email and the clock keeps running. Here is what we can confirm about PayPal disputes on a Shopify store, and the records to keep.

PayPal disputes on a Shopify store are handled by PayPal, not through Shopify's card chargeback pages. PayPal's Seller Protection covers unauthorised transactions and item not received when you can show proof of shipment or delivery matching the transaction address, and exclusions apply. Keep that proof, and confirm your deadlines in PayPal.

This guide to PayPal disputes on a Shopify store is for you if:

  • You offer PayPal at checkout and a customer has opened a dispute or claim.
  • You want to know what Seller Protection covers and what it asks of you.
  • You want a record-keeping routine that works for both PayPal and card disputes.

The 30-second answer (TL;DR)

  • Shopify's chargeback pages describe card disputes: the amount and fee are taken at once, the response window is usually 7 to 21 days, and the bank decides up to 75 days after you submit. We found no Shopify page that describes PayPal disputes, so check PayPal for yours.
  • PayPal's Seller Protection covers unauthorised transactions and item not received. It asks for proof of shipment or delivery that matches the transaction address, and exclusions apply.
  • That address point matters for gifts: if you ship to an address that is not the one on the PayPal transaction, you may lose the protection. Confirm the current rule with PayPal.
  • We could not confirm PayPal's response deadlines, fees or holds for Australia from the sources we used, so this guide does not state them.
  • The ACCC says a major problem means a full refund to the original payment form, and a "no refunds" sign cannot deny consumer rights. A PayPal refund goes back through PayPal.
  • The safest habit is simple: ship to the transaction address, keep tracking and proof of delivery, and answer every PayPal notice early.

Quick note: PayPal's rules change, and the sources we used for this guide cover the principles of Seller Protection, not every condition or deadline. Read PayPal's current user agreement and Seller Protection policy for Australia before you rely on any of it. Where we could not confirm a number, we say so, and we do not guess.

How do PayPal disputes on a Shopify store work?

A customer who pays with PayPal and has a problem can raise it with PayPal. PayPal then contacts you, asks for your side and decides. Shopify's own chargeback pages are about card disputes through Shopify Payments, and we found no Shopify page that describes the PayPal process. So the place to look is your PayPal account and the email address on it.

The practical consequence is that you have two systems to watch. In Shopify, a card dispute appears with a due date, the amount and fee are taken at once, and evidence is submitted through a form. In PayPal, the notice, the deadline and the form of response are PayPal's. Our post on how chargebacks work in Australia covers the card side in detail.

Feature Card dispute on Shopify Payments PayPal dispute
Where it appears Shopify admin and email PayPal account and email
Who decides The bank and card scheme PayPal
Where the rules are Shopify's pages and NAB's guide PayPal's user agreement and Seller Protection policy
Response window Usually 7 to 21 days Set by PayPal, not confirmed here
What we confirmed Process and evidence format Seller Protection principles only

Why can't one dispute process cover both?

Because the money moves differently. A card payment goes through the card networks and your acquirer, and a PayPal payment goes through PayPal's own system. Each runs its own rules and records. If you treat a PayPal notice like a card chargeback, you may look in the wrong place for the deadline, attach the wrong evidence or miss the notice entirely. Add the PayPal email address to your weekly checks, and make sure someone watches it.

Do PayPal disputes count toward your Shopify dispute rate?

We do not know. Shopify's monitoring page says the rate counts all customer-opened disputes, that winning does not remove one and that a high rate can lead to a notification, a reserve and monitoring. It does not say whether PayPal disputes are included. Ask Shopify Support, and see chargeback rate and account health warnings.

What does PayPal Seller Protection cover?

According to PayPal's Seller Protection information, it covers two situations: unauthorised transactions and item not received. To be eligible, you need proof of shipment or delivery that matches the transaction address, and exclusions apply. We have not seen the full list of exclusions in the sources we used, so read PayPal's current policy for Australia.

Situation Covered by Seller Protection? What PayPal asks for
Unauthorised transaction Covered, subject to exclusions Proof of shipment or delivery matching the transaction address
Item not received Covered, subject to exclusions Proof of shipment or delivery matching the transaction address
Item not as described Not listed in the sources we used Check PayPal's policy
Change of mind Not a protection matter; see consumer law Your returns policy and the ACCC rules
Anything excluded No Read PayPal's exclusions

Why does the transaction address matter so much?

Because PayPal asks for proof that matches it. If a customer's order in Shopify lists one delivery address and the PayPal transaction details show another, you cannot be sure which PayPal will treat as the right one. Before you ship, compare the two. If they differ, ask the customer to confirm in writing, and check with PayPal whether shipping to the Shopify address still leaves you protected. Do not assume.

This is a particular risk for gifts. A buyer who sends a present to a friend often enters the friend's address in Shopify. Our guide to Christmas delivery cut-offs and disputes covers the gift season, and the same address question applies to the whole year.

Illustration: the cost of an address mismatch, if protection does not apply. A customer orders A$210.00 of goods (A$198.00 plus A$12.00 shipping) with PayPal on Wednesday 4 November 2026. The goods cost you A$85.00 and postage A$12.00, so A$97.00 leaves your business. You ship on Friday 6 November to the gift address in Shopify, which differs from the PayPal transaction address. On Tuesday 1 December the buyer opens an item not received dispute.

Outcome Sum Net result
Protected and you win A$210.00 less A$97.00 A$113.00
Not protected, you lose A$210.00 less A$210.00 less A$97.00 minus A$97.00
Refund before dispatch Processing costs only About A$0.00
Refund after dispatch, before any dispute A$210.00 less A$210.00 less A$97.00 minus A$97.00

We do not know PayPal's fees or whether a dispute fee applies in Australia, so the figures exclude them. The point is the gap: a matching address can be the difference between A$113.00 and minus A$97.00 if your protection depends on it. Confirm the actual rule with PayPal.

What does PayPal say about proof of delivery?

The sources we used say proof of shipment or delivery. They do not say which carriers or which formats PayPal accepts. Australia Post's authority-to-leave page says the driver photographs where the parcel is left and does not address liability. Aramex offers a proof of delivery photo through its portal, and Shippit says not every delivery has a photo. We could not verify Sendle or StarTrack. See authority to leave and safe place delivery and tracking says delivered but the customer says not received.

How do you build an evidence file for PayPal disputes on a Shopify store?

The best time to prepare for a PayPal dispute is the day the order arrives, not the day the notice does. PayPal's Seller Protection asks for proof of shipment or delivery that matches the transaction address, so the file you build should be able to show that match without a scramble. A good file takes about two minutes per order if you set it up as a habit, and it costs nothing if the order never goes wrong.

Stage What to save Why it helps
Order placed The Shopify order number, the PayPal transaction ID and the transaction address shown in PayPal Lets you compare the two addresses before you ship
Before dispatch A note of any address difference and any message from the customer confirming it Shows you checked, and gives you a written record
Dispatch The tracking number, the carrier receipt and the date Proof of shipment, which PayPal asks for
Delivery The final tracking scan and any proof of delivery photo the carrier offers Proof of delivery, which PayPal asks for
After delivery Any customer messages, including thanks, questions and complaints Shows the customer's own account of the order
If a dispute opens The PayPal case number, the date it arrived and your reply Keeps the timeline in one place

What goes wrong without a file?

Most lost disputes are lost on paperwork, not on the facts. A seller ships a good parcel on time, and then cannot find the tracking number, or finds it but cannot show which address it went to. Another seller has the right records, but they are split across a courier website, an email inbox and a spreadsheet, and the reply goes in after the deadline. Neither seller did anything wrong with the order. Both made the dispute harder than it needed to be.

Our post on what evidence to save at fulfilment goes through the same habit for card disputes. The routine is the same for PayPal, with one extra step: write down the PayPal transaction address next to the Shopify one.

How should you handle gift orders and second addresses?

Gift orders are where the address question bites. A customer buys for a friend and types the friend's address into Shopify. PayPal's transaction details may show a different address, and PayPal asks for proof that matches the transaction address. We could not confirm from our sources how PayPal treats a mismatch in Australia, so do not assume that shipping to the Shopify address is safe.

A practical routine for a mismatch is short:

  1. Compare the Shopify delivery address with the PayPal transaction address before you pack the order.
  2. If they differ, email the customer and ask them to confirm the delivery address in writing.
  3. Ask PayPal, in writing, whether shipping to that address still leaves you covered by Seller Protection, and keep the reply.
  4. Decide whether to ship, hold the order or ask the customer to pay by another method.
  5. Save every message in the order file.

Step 4 is a business decision, and it costs a little goodwill. A short, polite message works: "Your PayPal address is different from the delivery address on the order. Could you confirm which one you would like us to use?" It does not accuse anyone of anything, and most customers answer within a day.

What if the order is for goods you ship in several parcels?

Split shipments create split proof. If one order leaves in two parcels, keep two tracking numbers against the one PayPal transaction, and note which items are in which parcel. If a customer opens a PayPal dispute after the first parcel arrives but before the second, your reply should say so, with both tracking numbers and both dates. A reply that mentions only the first parcel can look like an incomplete delivery.

For the same reason, avoid refunding part of an order without a note. Write down the amount, the date and the reason, so that the dispute record and the refund record tell the same story. Our post on refunding a customer who opened a dispute covers the card side of this, and the principle of keeping one clear timeline applies here too.

How long should you keep the file?

We did not find a PayPal rule on how long a dispute can be opened after an order in Australia in the sources we used, so we cannot give a number. Ask PayPal, and keep each order file at least as long as that period. Many sellers keep files for the same period they keep tax records, which makes it simple to store everything in one place. Check the period with your accountant, because we did not verify it here.

A short monthly check helps. Pick five orders at random, open their files and see whether you can find the tracking number, the proof of delivery and the PayPal transaction address in under a minute each. If you cannot, the file needs fixing before a dispute arrives.

What should you do when a PayPal dispute arrives?

Read the notice, find the deadline, collect your proof and respond early. Do these in order, and write down the notice date. The deadline is set by PayPal and appears in the notice, so put it in your calendar the same day. We could not confirm PayPal's standard response time for Australia, so rely on the date you are given.

PAYPAL DISPUTE CHECKLIST
[ ] Note the date and time the notice arrived, and the deadline shown in it
[ ] Open the dispute in your PayPal account and read the reason given
[ ] Open the Shopify order and compare the shipping address with the PayPal
    transaction address
[ ] Pull tracking and carrier proof of delivery
[ ] Save the customer messages, with dates
[ ] Screenshot the policies and delivery estimate shown at checkout
[ ] Check for any refund already made, with date, amount and method
[ ] Do not refund by another route without checking how PayPal treats it
[ ] Respond several days before the deadline, not on the last day
[ ] Save a copy of what you sent and PayPal's reply

What evidence should you attach?

The sources we used for Seller Protection say proof of shipment or delivery that matches the transaction address. Beyond that, send what supports your case: the order record, tracking, delivery proof, the customer's messages and your policies as shown at checkout. We could not confirm the file formats and size limits PayPal accepts, so check the dispute page before you upload. Shopify's card limits (PDF, JPEG or PNG, 2 MB per file, 4 MB in total, no links) belong to Shopify's form.

Evidence What it shows Save it when
Transaction details The PayPal transaction address and amount At payment
Order record What was bought and the Shopify address At checkout
Tracking and proof of delivery That it was shipped and delivered, where and when At fulfilment
Customer messages The complaint and your replies As they happen
Policy screenshots Returns, refunds and delivery terms as shown The day you publish them
Refund record Any refund, with date, amount and method When you refund

Our guides to evidence to save at fulfilment and the chargeback evidence checklist give a fuller list.

What should the response say?

Short, dated and factual. State what was ordered, the address on the transaction, when it was dispatched, when it was delivered and what you offered the customer. Attach the proof, labelled by type and date. Do not accuse the customer of anything.

Response to PayPal, transaction [ID], order #[number]

The customer ordered on [date] for A$[amount], including A$[shipping]
shipping, and paid with PayPal. The order was dispatched on [date] to the
address on the PayPal transaction: [address]. Tracking shows delivery on
[date] [and the carrier's delivery record is attached].

On [date] the customer reported [issue]. We replied on [date] and offered
[solution]. [The customer did not respond / the customer declined].

Attached: transaction details, order record, tracking and delivery proof,
message thread and policy screenshots. We ask that the dispute be decided
in our favour.

What if you already refunded the customer?

Tell PayPal, with the date, amount and method, and attach the confirmation. NAB's guide makes the card point that a refund to the original card resolves a dispute while a refund to a bank account risks a double refund, and the same logic suggests refunding through PayPal, to the original payment form. We could not confirm how an open PayPal dispute interacts with a refund you issue from Shopify, so ask PayPal before you act. Our guide to a customer who still disputes after a refund covers the card sequence.

What questions should you put to PayPal in writing?

The ones that the sources we used do not answer: your response deadline, the evidence formats, fees, holds and how refunds interact with an open dispute. Ask for the answers in writing for your Australian account, and keep them with your records. A short, specific message is more likely to get a specific reply.

Subject: Dispute and Seller Protection questions, PayPal account [email]

Hello,

I sell on a Shopify store and accept PayPal. Please confirm in writing, for
my Australian account:

1. How long I have to respond to a dispute, and from which date.
2. The evidence you accept and the file formats and size limits.
3. The current Seller Protection conditions and exclusions for unauthorised
   transactions and item not received.
4. Whether shipping to an address other than the transaction address affects
   Seller Protection.
5. Whether any fee applies to a dispute, and its amount in A$.
6. Whether funds are held while a dispute is open, and for how long.
7. How a refund I issue interacts with an open dispute.

Regards,
[Full name], store owner

Is there a Shopify setting that checks the PayPal address?

We did not find one in the Shopify pages we used. Treat the address comparison as a manual step for orders you ship, and consider it part of your order review. Our guide to fraud prevention on Shopify sets out a routine for flagged orders, and Shopify says its fraud analysis does not cover bank charge reversals.

How do refunds and consumer law apply to PayPal orders?

Exactly as they do for any other payment. The ACCC says a major problem means a full refund to the original payment form, and for a minor problem the seller chooses repair, replace or refund. Change of mind gives no right unless your policy offers one, and a "no refunds" sign cannot deny these rights. For a PayPal order, the original payment form is PayPal.

Case Position Source
Major problem Full refund to the original payment form ACCC
Minor problem Seller chooses repair, replace or refund ACCC
Change of mind No right unless your policy offers one ACCC
"No refunds" sign Cannot deny consumer rights ACCC
Return costs for a confirmed problem Reimbursed ACCC
Late or undelivered goods Must offer a solution; must not take payment if you cannot deliver in time ACCC

Our posts on writing a refund policy, change of mind refunds, no refunds signs and major vs minor failures give the wording. For tax on refunds, the ATO's adjustments page says to reimburse the customer before reporting the adjustment. See GST on refunds and lost chargebacks for what is and is not confirmed.

What if the parcel is late and the customer goes to PayPal?

Reply to the customer, offer a solution and keep the messages. The ACCC says a business that cannot supply on time or within a reasonable time must offer a solution, and should give clear, accurate delivery information and update customers on delays. A fast, honest reply can settle many cases before PayPal gets involved. Our guides to item not received disputes and Australia Post, dropshipping chargebacks in Australia and parcel lost in transit cover delivery problems.

How do you keep PayPal disputes manageable?

Put them in the same sheet as your card and buy now, pay later disputes, with a column for the payment method and the deadline shown in each notice. Check PayPal weekly, and daily in sale weeks. In 2026, Click Frenzy is on 12 November, Black Friday on 27 November and Cyber Monday on 30 November, with Christmas Day on Friday 25 December.

Habit Why it helps
One sheet for every payment method All deadlines in one list, sorted by date
Weekly check of the PayPal account and its email Notices are not missed
Compare addresses before you ship Proof can match the transaction address
Keep tracking and proof of delivery The core evidence for item not received
Respond several days early Holidays and portals can be slow
Record the outcome and any amount deducted Your sheet becomes your benchmark

Our guides to Click Frenzy and Black Friday chargebacks and Afterpay and Zip disputes on Shopify cover the seasonal pressure and the other provider disputes.

Illustration: a month of mixed disputes. In one month a store has 3 card disputes, 2 PayPal disputes and 1 buy now, pay later dispute, 6 in all. Your sheet shows deadlines on Monday 9, Thursday 12, Monday 16, Friday 20, Tuesday 24 and Friday 27 November 2026. You work through them in date order, not by payment method, and send each response at least three days before its deadline. The earliest deadline is Monday 9 November, so you aim to send that one by Friday 6 November. The sheet exists to make that sort of planning automatic.

What's different for Australian merchants?

PayPal's Australian terms and Seller Protection policy are the rules, and we could not confirm every condition. Consumer law applies whatever the payment method. Public holidays affect response time. And the A$ dispute fee, if any, is unconfirmed for both PayPal and Shopify.

  • PayPal terms. Read PayPal's current Australian user agreement and Seller Protection policy.
  • Consumer law. The ACCC's rules on refunds, major and minor problems and "no refunds" signs apply.
  • Cards. For card payments, NAB's guide gives cardholders 120 days for Visa and Mastercard (varying by reason code) and 210 days for eftpos. See chargeback time limits in Australia.
  • Fees. Shopify's pricing page lists card rates, with no dispute fee. The A$25 figure for card disputes is third-party and also NAB's own merchant fee.
  • Holidays. Christmas Day 2026 is Friday 25 December and Boxing Day is Saturday 26 December, so a deadline near them needs an earlier response.

What are the most common mistakes with PayPal disputes on a Shopify store?

Looking only in Shopify is the first. The second is shipping to an address that is not on the transaction, and the third is waiting for the last day. After those come refunding by another route and skipping the written questions.

  1. Watching only Shopify. PayPal notices arrive in PayPal.
  2. Shipping to a different address without checking. Seller Protection asks for proof matching the transaction address.
  3. Assuming protection applies. Exclusions apply, so read the policy.
  4. Waiting for the deadline. Holidays and portals can be slow.
  5. Refunding by another route. Refund to the original payment form.
  6. Not keeping delivery proof. It is the core evidence for item not received.
  7. Quoting numbers you have not confirmed. Use the dates in your own notice.
  8. Not asking PayPal the questions. Get fees, holds and deadlines in writing.

Frequently asked questions

How do PayPal disputes on a Shopify store work?

The customer raises the problem with PayPal, which contacts you and decides. Shopify's chargeback pages describe card disputes, and we found no Shopify page on PayPal disputes. Watch your PayPal account and its email, note the deadline in each notice and respond early with proof.

What does PayPal Seller Protection cover?

According to PayPal's information, it covers unauthorised transactions and item not received, with proof of shipment or delivery matching the transaction address required and exclusions applying. We have not seen the full list of exclusions, so read PayPal's current Seller Protection policy for Australia.

Does the shipping address matter?

Yes, according to the Seller Protection principles we found: proof of shipment or delivery must match the transaction address. If the Shopify address differs from the PayPal one, confirm with the customer and check with PayPal whether you remain protected before you ship. This is a particular risk for gifts.

How long do I have to respond to a PayPal dispute?

We could not confirm PayPal's response time for Australia, so we do not state one. The notice shows your deadline. Put it in your calendar the day it arrives, and respond several days early, especially over public holidays. Ask PayPal in writing for its standard response time.

Does Shopify show PayPal disputes?

We found no Shopify page that says so. Shopify's pages describe card disputes through Shopify Payments, with a due date and an evidence form. Check your PayPal account directly, and ask Shopify Support how PayPal disputes appear, if at all, in your admin.

Can I refund a customer who has a PayPal dispute open?

We could not confirm how an open PayPal dispute interacts with a refund you issue. For cards, Shopify says no refund is possible while a chargeback is open. Ask PayPal before you refund, keep the answer and refund through PayPal, to the original payment form.

Do PayPal disputes affect my Shopify account?

Shopify's monitoring page says the dispute rate counts all customer-opened disputes and that a high rate can lead to a notification, a reserve and monitoring. It does not say whether PayPal disputes are included, so ask Shopify Support. Keep your own sheet of every dispute regardless.

What if the customer says they did not authorise the payment?

Unauthorised transactions are one of the situations PayPal's Seller Protection covers, subject to exclusions and to proof of shipment or delivery matching the transaction address. Respond with your records and keep the tone neutral. Do not accuse the customer, and read PayPal's current policy.

Is there a fee for a PayPal dispute?

We could not confirm one for Australia, so we do not state one. Ask PayPal in writing whether any fee applies and what it is in A$. The A$25 figure sometimes quoted for card disputes is a third-party number, not a PayPal fee.
