One box arrives. The other two are still on a lorry. By the time the second parcel lands, the customer has already told their bank that half their order never came. The delivery was fine. The explanation was missing.
Split and partial shipment disputes happen when an order leaves in more than one parcel and the buyer, the carrier or the bank loses track of which parcel is which. This guide shows UK Shopify merchants how to prevent split shipment disputes, how to prove each parcel, and how to respond when one has already started, with templates, worked sums and a day-by-day plan.

The 30-second answer (TL;DR)
- Split and partial shipment disputes usually start when a buyer sees one delivered parcel, expects the rest at the same time and files "item not received" before the others arrive.
- Prevent split shipment disputes by telling the buyer before dispatch: how many parcels, what is in each, and when to expect them. A short email does more than any policy page.
- Build a parcel ledger for every split order, the core exhibit in split and partial shipment disputes: one row per parcel with contents, tracking number, carrier, dispatch date and delivery proof. It is the heart of your response.
- Offer a partial refund quickly for any item you cannot ship. It shrinks the disputed amount and removes the strongest part of the buyer's complaint.
- In split and partial shipment disputes, evidence must be per parcel. A single delivered scan does not prove the whole order arrived, and a reviewer will not assume it did.
- UK consumer rules treat goods as at your risk until delivered, so a lost second parcel is your problem to solve with a reship or refund, not the buyer's.
- General information, not legal advice. Some points are not covered in the sources we reviewed, including how Shopify's notification emails behave on partial fulfilment and how cancellation rights apply to an order delivered in parts. The post flags each one.
From dispute to decision
| Stage | What the buyer sees | What you should have sent | What you need as proof |
|---|---|---|---|
| Order placed | One order, one payment | A note that large or mixed orders may ship in parts | Order confirmation and policy wording |
| First parcel ships | One tracking number | An email saying "1 of 2 parcels", with contents | Parcel ledger entry and tracking |
| First parcel arrives | Part of the order | A short "the rest is on its way" message | Delivery proof for parcel 1 |
| Second parcel late | Missing items | A proactive update and a date | Tracking history for parcel 2 |
| Buyer disputes | "Item not received" | A reply that names each parcel and its status | Parcel ledger with proof per parcel |
| Bank review | A dispute for the full amount | A response that separates what arrived from what did not | Proof per parcel, plus a refund for any gap |
What are split and partial shipment disputes?
Split and partial shipment disputes are chargebacks or payment disputes on an order that was sent in more than one parcel, or sent in part. The buyer says something is missing. Often the missing item is on its way, already delivered somewhere else or genuinely lost, and the paper trail does not make that clear.
The two terms overlap, so it helps to separate them:
| Term | What it means | Typical cause |
|---|---|---|
| Split shipment | One order, sent as two or more parcels at about the same time | Items stored in different places, size limits, carrier rules |
| Partial shipment | One order, sent in part now, with the rest later | Backorders, pre-orders, made-to-order items |
| Partial delivery | One parcel of a split order arrives before the others | Different carriers or services, different transit times |
All three produce the same split shipment dispute: the buyer opens a parcel, sees only part of the order and concludes the rest is missing. A bank reviewer sees an "item not received" complaint and asks for proof that the goods reached the buyer. If you can only show one delivery for a three-parcel order, you have proved a third of your case.
Split shipment disputes are common because the failure points multiply. Each parcel is a separate tracking record, a separate carrier decision and a separate chance for a delay. Add buyers who skim email, and the number of ways an honest order turns into a dispute grows with every extra box.
For the card side of how disputes work, read our Shopify chargebacks UK guide. Shopify's help centre explains that Shopify is not liable for chargebacks and that you respond with evidence. That evidence has to cover every parcel.
Why do split and partial shipment disputes happen?
They happen because the buyer expects one delivery and the evidence shows several. The common triggers are no warning about multiple parcels, confusing tracking, a late second parcel, a missing item in a box and a refund request that gets ignored.
Here are the causes of split and partial shipment disputes we see most, with the fix for each:
| Cause | What happens | Fix |
|---|---|---|
| No warning | Buyer expects one box | Say "may ship in more than one parcel" at checkout and in the confirmation email |
| One tracking link | Buyer tracks parcel 1 and sees "delivered" | Send a tracking link per parcel, labelled 1 of 2 and 2 of 2 |
| Late second parcel | Parcel 1 arrives, parcel 2 is a week behind | Send a proactive update with the new date |
| Backordered item | Order shows paid but part is not shipped | Offer a choice: wait, or partial refund now |
| Parcels to different places | Items go to different addresses or collection points | Confirm the address on each parcel |
| Wrong contents | Parcel 1 has the wrong item | Photograph packing and keep the packing list |
| Silent delay | Nobody told the buyer | Contact before the buyer contacts you |
| Ignored refund request | Buyer asks for money back for the missing part | Reply in one working day and refund the gap |
Notice how many of these are about communication, not logistics. The parcel was usually fine. The explanation was not.
How Shopify's notification emails behave when you fulfil an order in parts is not covered in the sources we reviewed. Fulfil a test order in two stages on your own store and read the emails the buyer receives. If they do not say "1 of 2" or list the contents, add that message yourself.
How do you prevent split shipment disputes with a tracking number for every parcel?
To prevent split shipment disputes, warn the buyer, label each parcel and update them early. A three-line email that says what is in each parcel and when to expect it removes most of the confusion. Prevention costs minutes per order and saves hours when a dispute would otherwise arrive.
Use this checklist to prevent split and partial shipment disputes:
- Mention at checkout that some orders ship in more than one parcel
- Add one sentence to your shipping policy about split and partial shipments
- Send a separate tracking link for each parcel
- Label each email "parcel 1 of 2" and list the contents
- Tell the buyer what to do if only one parcel arrives
- Update the buyer if the second parcel is delayed beyond the expected date
- Offer a partial refund for any backordered item before the buyer asks
- Mark the order internally as split, so support sees it at a glance
- Save delivery proof for each parcel the day it appears
Here is a notice you can send when you split an order:
Subject: Your order [ORDER NUMBER] is on its way in [NUMBER] parcels
Hi [FIRST NAME],
Your order is being sent in [NUMBER] parcels so everything reaches you as quickly as possible.
Parcel 1 of [NUMBER]
Contents: [ITEMS]
Carrier and tracking: [CARRIER] [TRACKING LINK]
Expected delivery: [DATE RANGE]
Parcel 2 of [NUMBER]
Contents: [ITEMS]
Carrier and tracking: [CARRIER] [TRACKING LINK]
Expected delivery: [DATE RANGE]
The parcels may arrive on different days. If one has not arrived by [DATE], reply to this email and we will chase the carrier or send a replacement.
[YOUR NAME]
[STORE NAME]
Pair this with the delivery wording in your policy. Our shipping and delivery policy template includes a clause for orders with several parcels, and our terms and conditions template covers when delivery is considered complete.
Do not rely on the policy alone. A buyer who never opened it will not be bound by their own surprise. The email is the one the buyer actually reads.
How do you build a parcel ledger for split and partial shipment disputes?
In split shipment disputes, a parcel ledger is a table with one row per parcel: contents, carrier, tracking number, dispatch date, expected and actual delivery dates, delivery proof and status. Build it when you ship, not when a dispute arrives. It turns a muddle of tracking links into a single exhibit a reviewer can follow.
Here is the layout we recommend:
| Parcel | Contents | Carrier and tracking | Dispatched | Delivered | Proof | Status |
|---|---|---|---|---|---|---|
| 1 of 3 | Coat | [CARRIER] [NUMBER] | [DATE] | [DATE, TIME] | Signature of [NAME] | Delivered |
| 2 of 3 | Scarf, gloves | [CARRIER] [NUMBER] | [DATE] | [DATE, TIME] | Photo at the address | Delivered |
| 3 of 3 | Boots | [CARRIER] [NUMBER] | [DATE] | Not delivered | None | Lost, reshipped on [DATE] |
Fill in the rows as you go. Add a column for the reship tracking number if a parcel is lost and replaced. A reviewer who sees a lost parcel and a prompt reship with its own proof sees a merchant who fixed the problem.
The strength of the proof differs by parcel, so rate each. Royal Mail captures a photo on delivery for Tracked 24 and Tracked 48 where no signature is needed. Evri offers a Digital Signature add-on with photographic proof, at 60p when we checked, and the price may change. We have not verified DPD's proof options. Our guide to proof of delivery for Shopify chargebacks explains what each kind of proof shows.
| Proof type | Strength | What it shows |
|---|---|---|
| Signature | Strong | A named person accepted the parcel |
| Photo with time stamp | Strong | Where the parcel was left |
| Delivered scan only | Medium | The carrier says it was delivered |
| Tracking in transit only | Weak | The parcel was moving |
| Proof of postage only | Weak | You sent something |
Use the ledger to see your weak spots in split and partial shipment disputes before the buyer does. A row with no proof is a row you can refund or reship before it becomes a dispute.
How do you respond to split and partial shipment disputes on the response form?
In split shipment disputes, answer by parcel. State the reason, summarise what arrived and what did not, attach the ledger and the strongest proof per parcel, and show what you did about any gap. The reviewer wants to know which part of the complaint is true, not a general denial.
Shopify's help centre says the response is made on the order's chargeback response form, that screenshots are preferred to external links, and that you should label each piece of evidence and put the strongest first. After the due date nothing can be added and the result is final. We did not verify whether a submitted response can be edited, or file type and size limits, so check the form when you respond.
Open with a short summary that separates the parcels:
Order [ORDER NUMBER], £[AMOUNT], placed [DATE] by [BUYER NAME].
Summary: The order was sent in [NUMBER] parcels, listed in the attached parcel ledger.
Parcel 1 of [NUMBER] ([ITEMS]): dispatched [DATE] with [CARRIER], tracking [NUMBER]. Delivered [DATE] at [TIME] to [ADDRESS], with [signature of NAME / photo at the address].
Parcel 2 of [NUMBER] ([ITEMS]): dispatched [DATE] with [CARRIER], tracking [NUMBER]. Delivered [DATE] at [TIME] to [ADDRESS], with [PROOF].
Parcel 3 of [NUMBER] ([ITEMS]): [DELIVERED WITH PROOF / LOST IN TRANSIT, REFUNDED £AMOUNT ON DATE / REPLACEMENT SENT ON DATE WITH TRACKING NUMBER, DELIVERED ON DATE].
Exhibits, strongest first:
1. Parcel ledger
2. Delivery proof for parcel 1
3. Delivery proof for parcel 2
4. Delivery proof for parcel 3 or the refund record
5. Our emails to the buyer telling them the order was in [NUMBER] parcels, sent [DATE]
6. Our shipping policy, published [DATE]
We ask the reviewer to consider that [NUMBER] of [NUMBER] parcels were delivered with proof, and that the remaining item was [REFUNDED / REPLACED] on [DATE].
Three habits strengthen this:
- Lead with the parcels that are well proved. Strong proof first sets the tone.
- Address the gap honestly. If one parcel was lost and you refunded it, say so with dates. A reviewer trusts a merchant who admits the weak spot.
- Attach the email that warned the buyer about multiple parcels. It shows the buyer was told.
Do not accuse the buyer. "The buyer claims" is fine. "The buyer is lying" is not, and it will not help.
If the dispute arrives while the second parcel is still in transit, say so, include the tracking and the expected date, and note when you will send proof. Do not promise to add evidence later unless the form allows it. We did not verify that it does.
What should you do about a backordered item, and when is a partial refund right in split shipment disputes?
Tell the buyer, offer a choice and refund the gap promptly if they prefer. A partial refund for the undelivered part shrinks the amount at stake and removes the buyer's best argument. Do not leave a paid item unfulfilled and unexplained.
The choices for a backordered item are simple:
| Choice | When it suits | Risk |
|---|---|---|
| Wait and ship when ready | Short, certain delay | The buyer may dispute while waiting |
| Partial refund now | Long or uncertain delay | You lose that sale |
| Replace with an alternative | You hold a close substitute | Buyer must agree |
| Cancel the whole order | The items only make sense together | Lose the whole sale |
Offer the options in writing and ask for a reply by a date. If the buyer does not respond, choose the least risky route and tell them. A partial refund is the safest default for a long delay.
Use this wording for a backorder:
Hi [FIRST NAME],
Thanks for your order [ORDER NUMBER]. One item, [ITEM], is delayed and we expect it on [DATE]. The rest of your order ships today.
You can choose one of these by replying by [DATE]:
1. Wait for [ITEM] and we will send it as soon as it arrives, at no extra postage cost.
2. Take a refund of £[AMOUNT] for [ITEM] now, and keep the rest.
3. Cancel the whole order and we will refund you in full.
If we do not hear from you by [DATE], we will refund £[AMOUNT] for [ITEM] so you are not left waiting.
[YOUR NAME]
[STORE NAME]
How a refund interacts with an open dispute is not covered in the sources we reviewed. If the buyer has already filed a dispute, ask your payment provider before you refund so you do not pay twice. For Klarna and Clearpay orders, the partial refund routes differ, so see Klarna disputes on Shopify UK and Clearpay disputes for merchants.
Should you refund the gap or fight the whole order? Two worked examples
In split and partial shipment disputes, refund the gap you cannot prove, and fight for what you can. This often beats both extremes, because it reduces the amount at stake while keeping the proven part. Run the sums for your own order, because the answer depends on proof, value and costs.
Both examples are illustrations with invented numbers. The arithmetic is checked.
Example 1: refund early or let it become a split shipment dispute? A buyer orders £180.00 of goods. Item A (£120.00) ships and arrives. Item B (£60.00) is delayed for three weeks. Item A cost you £50.00. The buyer asks about item B and you can either refund £60.00 now or leave it. We assume Shopify's UK fee for card chargebacks is £10, charged by the bank and returned if you win, and that if you do nothing the buyer disputes the full £180.00 and wins.
| Choice | Revenue kept | Goods cost lost | Fee | Net result |
|---|---|---|---|---|
| Refund £60.00 now | £120.00 | £50.00 | £0.00 | £120.00 − £50.00 = £70.00 |
| Do nothing, dispute lost | £0.00 | £50.00 | £10.00 | £0.00 − £50.00 − £10.00 = minus £60.00 |
The gap is £70.00 against minus £60.00, which is £130.00 in favour of the early refund. In this case, the delayed item B is still in stock, so it is not a loss. The numbers are invented. The point is that a £60.00 refund can protect a £120.00 sale.
Example 2: a partial shipment dispute with three parcels and one lost. A £200.00 order ships in three parcels. Parcel 1 (£90.00) has a signature. Parcel 2 (£70.00) has a delivered scan only. Parcel 3 (£40.00) shows no delivery event. The goods cost 40% of price: £36.00, £28.00 and £16.00, so £80.00 in total. The buyer disputes the full £200.00.
| Option | If you win | If you lose |
|---|---|---|
| A. Refund all £200.00 | Not applicable | Minus £80.00 (goods lost, no fee) |
| B. Refund parcel 3 (£40.00), fight £160.00 | £160.00 − £80.00 = £80.00 | £0.00 − £80.00 − £10.00 = minus £90.00 |
| C. Fight £200.00 with no refund | £200.00 − £80.00 = £120.00 | £0.00 − £80.00 − £10.00 = minus £90.00 |
Compare option B with option A. The break-even win chance is the point where the expected result of B equals minus £80.00. That is p × £80.00 + (1 − p) × (−£90.00) = −£80.00. Solving gives 170p = 10, so p is about 5.9%. If you think your chance of winning the £160.00 is above about 6%, option B beats refunding everything. Option C looks best on a win, but it asks the reviewer to accept the claim for parcel 3, where you hold no proof, and a weak part can drag the strong parts down. These numbers are invented, and nothing here predicts an outcome.
| Situation | Suggested move | Reason |
|---|---|---|
| Every parcel has strong proof | Fight the full amount | Specific, complete proof |
| One parcel has no proof | Refund that part, fight the rest | Smaller exposure, honest response |
| Two or more parcels lack proof | Refund or reship, then reassess | Too little to defend |
| Small order, low value | Refund early | Your time costs more |
| Buyer cooperative, parcel found | Close it with a message | Done |
Day-by-day plan: handle a split shipment dispute from arrival to submission
Treat the day the dispute arrives as day one and the due date as your fixed point. Shopify's help centre gives a response window of 7 to 21 days, so read the actual date and work back from it. The plan below suits a 14-day window.
| Day | Task | Output |
|---|---|---|
| Day 1 | Log the dispute, set the due date and two reminders, open the order | A log row and reminders |
| Day 1 | List every parcel on the order with its tracking number | A draft parcel ledger |
| Day 2 | Pull delivery proof for each parcel from the carrier | Proof per parcel, or a gap list |
| Day 2 | Check every message to the buyer about the split | A message folder |
| Day 3 | Decide: fight all, refund the gap or refund all | A dated decision |
| Day 3 | If refunding a gap, ask your payment provider about timing with an open dispute | An answer on record |
| Days 4 to 6 | Chase any missing proof, reship or refund any lost parcel | Updated ledger |
| Day 7 | Write the summary by parcel | A draft response |
| Day 8 | Second person reviews | Comments |
| Day 9 | Submit on the response form and screenshot the confirmation | Submission recorded |
| Day 14 | Due date. Nothing can be added after this | Fixed |
| Decision day | Record the outcome and fee | Closed row |

How do carriers change the risk of split shipment disputes?
In split shipment disputes, different carriers and services give different proof, and mixing them within one order makes the ledger harder. Use the same service level for parcels of one order where you can, or record clearly which parcel used which. A parcel with weak proof is the weak link.
Whenever possible, pick the service level by parcel value, not by habit. Our guidance is the same as for single parcels: higher-value parcels deserve a signature or photo, and low-value fillers can go on cheaper tracked services. The risk is the one parcel that carries the high-value item with the cheap service. Check which parcel holds the expensive item before you print the label.
| Parcel content | Suggested service | Reason |
|---|---|---|
| High-value item | Signature or photo on delivery | Strongest proof for the biggest part |
| Mid-value items | Tracked with photo | Good proof at moderate cost |
| Low-value fillers | Tracked | Proof of delivery scan is usually enough |
| Items that need no proof | Untracked only if you would refund anyway | Cheap, but no evidence |
Keep the whole order on one address and tell the carrier about delivery instructions. If one parcel goes to a collection point, say so in the customer email. A buyer who expected the postman and is told to collect from a shop will not be pleased, and the dispute that follows is avoidable.
If you ship to Northern Ireland, Ireland or the EU, parcels can be delayed by different customs steps. GOV.UK says B2C parcels from Great Britain sent by a carrier authorised under the UK Carrier Scheme need no customs declaration, duty or presentation for Northern Ireland, but other destinations differ. See Northern Ireland, Ireland and EU shipping disputes for the detail.
Quick rules for split and partial shipment disputes
Keep these near the packing bench. They sum up how to stop split and partial shipment disputes before they start and how to answer them when they do.
- Tell the buyer before the first parcel leaves. Silence is the main cause of split shipment disputes.
- One parcel, one tracking number, one proof of delivery. Never let a single scan stand for a whole order.
- Refund the gap early. A small partial refund beats a large lost dispute.
- Match the service level to the value inside each parcel, not to the order total.
- When a dispute arrives, answer by parcel and attach the ledger.
- Log every split order that ends in a dispute, so you can see which products, carriers or warehouses create the most split shipment disputes.
What do split and partial shipment disputes mean for refunds and cancellation rights?
For consumer sales, the buyer keeps their rights, and you remain responsible for goods in transit. Refund promptly for undelivered items. How the 14-day cancellation period applies to an order delivered in several parts is not covered in the sources we reviewed, so confirm it with an adviser.
Here is what the sources we reviewed say. The Consumer Contracts Regulations 2013 explanatory notes describe a 14-day cancellation right, a refund within 14 days of getting the goods back or of evidence of return, and risk passing on delivery. That last point matters. The goods stay at your risk until they reach the buyer, so a lost second parcel is a problem for you to solve with a reship or a refund.
It is common to wonder when the cancellation clock starts for a split order. We did not review that point. Many merchants write their terms so that the buyer can cancel the whole order within 14 days of the last parcel arriving, which is generous and simple. Whether the law requires this is a question for your adviser. Whatever you choose, state it in your terms and keep to it.
A short clause in your policy helps with split and partial shipment disputes: "If your order arrives in more than one parcel, you have 14 days from the day the last parcel arrives to cancel the whole order." That is an example of generous wording, not a statement of what the law requires.
What's different for UK merchants
This section is general information, not legal advice.
- Risk in transit: for consumer sales, the Consumer Contracts Regulations 2013 explanatory notes describe risk passing on delivery. A lost parcel in a split and partial shipment dispute is yours to fix.
- Fees: Shopify's UK fee for card chargebacks is £10, charged by your bank and returned if you win. We did not review fees for other payment methods.
- Time limits: MoneyHelper describes chargeback as a voluntary card-scheme arrangement, usually claimed within 120 days. UK Finance gives the same period, counted from the transaction or the expected delivery, so keep the ledger and proof for at least that long.
- Section 75: for credit card purchases between £100 and £30,000, the card company is jointly liable with the merchant. UK Finance says the time limit is six years.
- Carriers: Royal Mail photographs Tracked 24 and Tracked 48 deliveries where no signature is needed. Evri offers a Digital Signature add-on at about 60p. We have not verified DPD's options.
- Northern Ireland: GOV.UK says B2C parcels from Great Britain sent by an authorised carrier need no customs declaration, duty or presentation. Excise and SPS goods need more.
- Shopify Protect: it does not cover UK stores, so your parcel ledger and proof are your own protection.
- Weekends and bank holidays: we did not verify how they affect due dates. Respond early.
Common mistakes
- Sending split orders without telling the buyer, then being surprised by split shipment disputes that say "item not received".
- Using one tracking link for several parcels, so the buyer sees "delivered" for the first parcel and assumes it is all.
- Answering split and partial shipment disputes with a single delivery scan for a multi-parcel order.
- Leaving a backordered item paid and unexplained for weeks.
- Ignoring a refund request for the missing part, so the buyer goes to the bank.
- Mixing cheap and expensive services within one order, so the high-value parcel has weak proof.
- Failing to save delivery proof for each parcel when it appears.
- Accusing the buyer in split shipment disputes instead of showing the facts by parcel.
FAQ
What are split shipment disputes?
Split shipment disputes are chargebacks on orders that were sent in more than one parcel, where the buyer says something is missing. Often the missing parcel is on its way or already delivered, but the paper trail does not make that clear. A parcel ledger and early emails prevent most of them.
What is the difference between split and partial shipment disputes?
A split shipment sends one order in several parcels at about the same time. A partial shipment sends part of the order now and the rest later, often because of backorders or made-to-order items. Both lead to the same complaint, which is that part of the order has not arrived.
How do I prove each parcel in split shipment disputes?
Build a parcel ledger with one row per parcel: contents, carrier, tracking number, dispatch and delivery dates and delivery proof. Attach the strongest proof for each parcel. A single delivered scan proves one parcel, not the whole order, so reviewers need proof for every box.
Should I refund the gap or fight the whole order in split shipment disputes?
Often the best answer is both. Refund the part you cannot prove, and defend the rest with parcel-level evidence. That shrinks the amount at stake and keeps the proven part. Ask your payment provider how a partial refund interacts with an open dispute first.
Does the buyer have to accept a partial delivery?
Not necessarily. UK consumer rules treat goods as at your risk until delivered, and the buyer keeps cancellation and faulty goods rights. Tell them in advance, offer choices for delayed items and put your approach in your terms. Ask an adviser how the rules apply to your products.
How long should I wait before refunding a backordered item?
Pick a limit you can keep, such as seven days past the date you promised, and tell the buyer in writing. Offer a choice: wait, partial refund or cancel. A buyer who hears from you before they ask is much less likely to call their bank.
Do I need separate tracking numbers to avoid split shipment disputes?
Yes, in practice. Each parcel is a separate carrier record, and delivery proof attaches to a tracking number. Send each tracking link in a separate, labelled email so the buyer can follow every parcel, and so you can match proof to contents later.
What if the second parcel arrives after the dispute is filed?
Say so in your response, with the tracking, the delivery date and any proof. Tell the buyer immediately and ask them to withdraw the dispute if their provider allows it. We did not verify how or whether a buyer can withdraw, so ask your provider.
Can I ship one order from two locations?
Yes, but treat each location as a separate parcel with its own record. Make sure the buyer knows the order may arrive in parts, and check that your fulfilment emails label them. Test a split order on your own store first, because notification behaviour was not covered in the sources we reviewed.
Does a delivered scan on one parcel prove the whole order arrived?
No. It proves that parcel was delivered, according to the carrier. The reviewer needs proof for each parcel, or a clear explanation of what happened to the others. If you only hold one scan, refund or reship the rest before the dispute escalates.
